Frank is responsible for applied engineering and oversight on all projects including the development and engineering for all Energy Services Contracts. He has extensive experience in developing creative solutions to energy issues in the industrial, educational and federal market sectors.

Frank brings 33 years of leadership serving customers with energy and financial solutions. He has proven expertise in cogeneration, landfill and digester gas power generation, distributed generation, building automation systems and advanced energy conservation initiatives.

He has been a contributing engineer or lead engineer on well over $100 million worth of energy projects, including two central chilled water and steam plants and a decentralized steam plant.

RECENT PROJECTS:
• Central Steam Plant, Quaker Oats, Cedar Rapids, Iowa. Designed a three phase installation of a central steam plant with initial design with natural gas followed by partial use of oat hulls as a fuel. Final design includes district steam supply and power generation.

• Landfill Gas Generation Plant, Hickory Ridge landfill, Atlanta, Georgia. Designed a fully integrated landfill gas generation plant with both pre and post treatment of the landfill gas to increase reliability and decrease NOX emissions. The project is pending while financing is secured.

• High Btu Landfill gas plant, Live Oak Landfill, Atlanta, Georgia. Helped design and permit a landfill gas processing system that cleans landfill gas to pipeline quality. System produces approximately 147 MM Btu/Hour of natural gas.

• Central Steam, High Temperature Hot Water and Chilled Water Plant, Clark Atlanta University, Atlanta Georgia. Developed a conceptual design for a renovated and expanded central plant to serve Clark, Morehouse College and Spellman College using a dual-fire natural gas and propane combustion boiler system with an electrode boiler backup. Design also included Atlanta's first dual-fuel (Diesel and natural gas) backup generator.

• Landfill Gas Generation Plant, Miami-Dade Water & Sewer, Miami, Florida. Working with Miami-Dade, Shaw and Florida Power & Light to design, provide and construct a 2,700 kW low Btu landfill generating plant with jacket heat recovery for digester performance improvement and heat recovery sludge dryers for adjacent WWTP.

• Smart Metering Project, Roosevelt Roads Naval Base, Puerto Rico. Working with Tropigas de Puerto Rico under their GSA area wide contract, designed and installed building power meters with remote monitoring for billing and analysis on forty plus buildings.

• Major HVAC renovations, USDA, Athens, Georgia. Working with AGL Resources under their GSA area wide contract to develop several solutions to negative building pressure issues resulting from approximately 60 laboratory exhaust hoods.

• Standby Power Systems, Fort Buchanan and Puerto Nuevo, Puerto Rico. Working with Tropigas de Puerto Rico under their GSA area wide contract, designed and installed Diesel generators for backup power.

• Cogeneration Plants, Power Secure, Eastern North Carolina. Working for Power Secure designed, procured and installed eight small cogeneration Plants at five Industrial Sites.

• Heat Recovery System, Armstrong World, Macon, Georgia. Working with Southern Company Energy Solutions designed a Perlite Expander heat recovery boiler to supply 40 psi steam for process loads.

• Energy Conservation Program, Keesler AFB, Biloxi, Mississippi. Working for Mississippi Power Company provided a full-scale energy audit and project development proposal for decentralizing the hospital area steam plant. Also, designed and constructed lighting in seven buildings

• Central Steam Plant Conversion, Maxwell AFB, Montgomery, Alabama. Working with CE at Maxwell on the conversion of multiple buildings from the central steam plant to their own space and water heating systems. Final project is seven buildings with one 250 horse power natural gas boiler, two electric hot water boilers and four electric steam boilers. Under construction with estimated completion of March 1998.

• Power Distribution Study, Sydney (Kingsford Smith) Airport, Sydney, New South Wales, Australia. Working with the Federal Airports Corporation developed expansion and modernization strategies for the distribution system at the airport. Strategies for asset recovery in a deregulated environment were included in the study. Final report presented December 1996. First phase recommendations were implemented in 1997.

• Heat Recovery Systems, Good Samaritan Hospital, Phoenix Arizona. Working with hospital engineer provided turnkey boiler stack gas heat recovery system and a chiller economizer system. Projects completed 1991.
